Uh Dr. Sudler, uh thank you. Um maybe we could look at those areas that that there are cameras that are having um very low criminal activity occurring, and maybe we could um maybe not have to use those and substitute not using that or cutting off that network for in those low areas of crime for, and then substituting it for a camera in high areas of crime, and maybe alternate um periodically um until we can afford to address that from a a budget. You know You know what I'm saying?
Play from 1:27:05Mar 24, 2026, Council Committee of the Whole Meeting
can't change the infrastructure, but I I hear what you're saying that our network won't allow for additional data and additional, but if we cut off a camera here and then cut it on over here, then then that substitution might might work. I don't know, I'm just brainstorming and I'm like My words got

I move to I move to do an evaluation on the cameras that are currently in place to see how if they're functioning, and if those are not functioning, we can substitute those for ones that are needed in the designated areas, such as Butler Place and Kirkwood Street-

Cecil Street, um, and does that does that pretty much cover it?
Play from 1:30:14Mar 24, 2026, Council Committee of the Whole Meeting
That's just fine with me. Thank you for your your feedback.
Play from 1:32:24Mar 24, 2026, Council Committee of the Whole Meeting
Yeah, actually, what I'll do is um, I'll rescind my motion, and Mr. Garfinkel, can you make the motion?
Play from 1:32:36Mar 24, 2026, Council Committee of the Whole Meeting
Thank you. Go ahead, Mr. Garfinkel.

Thank you. Um, there's a couple things. The prowl Easter egg hunt is this uh Saturday at May Park. Um, also I wish I hope this gets out, um, and um hope this gets out, but there's a there's a the Delaware Laborers Local 199 is hosting a workforce recruitment open house. It's March 30th at 9:00 a.m. to 11:30. The church that will be hosting it is The Well Church at 1406 uh Forrest Avenue.

Suite D, Dover, Delaware. Um, if you're not familiar, it's kind of like behind the Dairy Queen. Um, they're going to be hiring and looking for apprentice in the fields of concrete, masonry, scaffold scaffold building, and uh excavation and grading. Um, I- before I hosted, before my church agreed to host it, before The Well Church agreed to host this event, I wanted to make sure that this was an opportunity for individuals who are second- on a second chance, and it is. So if you're on a second chance and, you know, and you're looking for employment and opportunity, one of the ways to change the narrative about your life is economic development and jobs. So um, this is an opportunity. If permitted, I'll pass this along to the city clerk's office to post. Um, again, and out of pure transparency, uh, the church is volunteering its space. There's no income being made. I did not charge. Typically what we would charge, everything was waived. Uh, so I don't want anybody to think that I have done anything um other than want to help give back to the community by helping people become employed. I yield.
Play from 42:36Mar 23, 2026, Regular Council Meeting
Uh, last point, uh, Council President. There- there's a- just so there's no confusion, there's a- there's that Easter egg hunt, which is always great. Um, donate to that, but there's also a second Easter egg hunt as well. Um, on what time is- details on the website. The PAL, PAL is hosting one at May Park. So you have an opportunity to fill your kids' sugar levels at both- both times and at both places. Uh, yeah, thank you.
Play from 44:54Mar 10, 2026, Council Committee of the Whole Meeting
I just wanted to ask a question. Thank you. Um, when you say the median income—
Play from 05:44Mar 10, 2026, Council Committee of the Whole Meeting
I'm sorry. I was so engaged. [laughter] I'm moving in. Uh, when you say the median income for owner, you're saying $93,000 and a $100,000, is that a household, or is that a person?
Play from 05:49Mar 10, 2026, Council Committee of the Whole Meeting
Per person?
Play from 06:14Mar 10, 2026, Council Committee of the Whole Meeting
That's interesting because our census, the last I checked, our household census was, income was, in Dover per se, was much lower.
Play from 06:27Mar 10, 2026, Council Committee of the Whole Meeting
Oh, thank you. Um question, I coming from the inner city of Detroit, be, you know, not common, we I grew up in we didn't have tiny houses, but our houses was tiny. We made a lot with our 200 square feet apartments. But my question now is um the reception again, we need housing, and I'm trying to find a way, but I have to uh ask tough questions. I think it's tough. What what does that look like when it comes to How has the reception been with other neighborhoods and its impact on the home values of other neighborhoods? For example...
Play from 28:11Mar 10, 2026, Council Committee of the Whole Meeting
Thank you. Somebody's glad I asked. Um because given our four districts, we, as the at-large individual, every district is is like raising four different, I don't mean to demean anyone, but it's like having four different children.
Play from 29:13Mar 10, 2026, Council Committee of the Whole Meeting
They all have their unique personalities, their unique identifiers, and I love them all. See how I clean that up? A great politician. I love them all, but each district has its, um, own personality and and the receptivity of it, um, would would be would be that.
Play from 29:29Mar 10, 2026, Council Committee of the Whole Meeting
So, I'm I'm I'm like I'm a very I'm a really a nerd. I'm a I'm a really bad nerd, I just try to hide it.
Play from 30:55Mar 10, 2026, Council Committee of the Whole Meeting
Uh so, I've I've watched YouTube, and there's this whole tiny home, this whole movement of of downsizing or minimizing is the buzzword, cultural word. So, it is a thing, um, and and I have actually went to some, and they are really really really really nice. Um um so, I just want to put that out there. Also one of the concerns is, and I and I have to say this again so we can have it on record, um, when you when you have tiny homes, what is the diversity as it relates to so it won't turn into something that it's not supposed to be considered? And And also, what experiences have you Has it impacted safety or you know, have you noticed any more, um, upticks of of of crime? Because that would be the image. And I just and I I had the conversation, um, but I want it on record so, you know, we can hear it. It's in
Play from 31:05Mar 10, 2026, Council Committee of the Whole Meeting
No no when I say that in the sense of, excuse me, I mean I say that in the sense of, that's not giving it away.
Play from 32:46Mar 10, 2026, Council Committee of the Whole Meeting
You know what I mean? You're not, you know, to, you know, somebody who's, uh, you know, in that 30 percentile, you know, $1,000 is still something that you, you know, hey, you've got to hold your head up and you've got to get up and get to it. Exactly. You know, so I, I, so I just wanted to ask. So do y'all do vouchers typically?
Play from 32:51Mar 10, 2026, Council Committee of the Whole Meeting
Can you touch on the safety issue again?
Play from 33:58Mar 10, 2026, Council Committee of the Whole Meeting
Thank you, sir.
Play from 34:00Mar 10, 2026, Council Committee of the Whole Meeting
All right, chair, thank you.
Play from 35:01Mar 10, 2026, Council Committee of the Whole Meeting
Thank you. Thank you. Um, a few, thank you for that, and we've had tindall, but um, again, for for the record and clarity, uh, there are two, two, maybe two and a half things I want to ask about this particular model. What does your utility function look like? And what does fire and safety function look like?
Play from 53:23Mar 10, 2026, Council Committee of the Whole Meeting
I I just want to clarify, for example, those size homes, um, those size dwelling places, homes, um, is there going to be somebody's home, what does they, you had community showers and restrooms, how does you how does, like, restrooms and showering work in the in a in a

Play from 1:15:22Mar 10, 2026, Council Committee of the Whole Meeting
Understood. Yeah. Um, yeah, and I think that it worth looking into um even even if we would consider it as a pilot. Um, I think it's something that we should at least, you know, do our due diligence to find out if it's possible. Excellent. Yeah, I mean, you know, um we're at this point, I think. Thank you, I yield.
Play from 1:17:05Mar 10, 2026, Council Committee of the Whole Meeting
Thank you. Um just a couple things. Um I was able to attend and speak at the uh, I guess it was a Black History program uh at the Modern Maturity Center. Um so that was it was a good, good time. Uh also, um met with um attended a personal meeting with Councilman Rocha and Council President Neil. Um attended a meeting with that and also um continue in my duties, there was a meeting with Construction Property and uh Construction Property and Appeal Board. So, we also had a meeting in February regarding that. Um that's enough. I yield my time. Thank you.
Play from 1:31:05Mar 10, 2026, Council Committee of the Whole Meeting
