Representative Lynn, are you unmuted?
Play from 2:01:29Feb 25, 2026, Regular Council Meeting
Uh, ladies and gentlemen, uh, Representative Lynn has emailed uh uh to the members of the council in which he is opposed to this ordinance. He believes that it is unconstitutional. He's made his remarks very clear and they are going to be included in the record. And with that--

Please do.
Play from 2:02:13Feb 25, 2026, Regular Council Meeting

Play from 2:18:47Feb 25, 2026, Regular Council Meeting
Uh, Councilman Boggerty.
Play from 2:19:48Feb 25, 2026, Regular Council Meeting
I I believe a no vote is in opposition to the motion that was made.
Play from 2:20:11Feb 25, 2026, Regular Council Meeting
Right, and a no vote would basically would say no to the motion.
Play from 2:20:16Feb 25, 2026, Regular Council Meeting
Someone votes yes, it means no. And votes no means yes, unless my esteemed colleague would like to re-iterate the motion
Play from 2:20:54Feb 25, 2026, Regular Council Meeting
Sure, Councilwoman Arndt.
Play from 2:21:01Feb 25, 2026, Regular Council Meeting
It's that's again, voting no says no to no. Voting yes supports it.
Play from 2:21:29Feb 25, 2026, Regular Council Meeting
Yes. Okay.
Play from 2:21:59Feb 25, 2026, Regular Council Meeting
Okay. That might be Councilman Anderson.
Play from 2:22:10Feb 25, 2026, Regular Council Meeting
Councilman Anderson.
Play from 2:22:12Feb 25, 2026, Regular Council Meeting
Okay. Um, as Council President, I have a few comments. One of which is that we have attorneys that stand on both sides of the law. And when you have a justice inside,
Play from 2:24:03Feb 25, 2026, Regular Council Meeting
We've heard people say, "Why don't you get rid of prostitution? Why don't you do this?" We can't because the Attorney General said, "Stand away. We're not going to prosecute prostitution or other crimes that are basically eating away at the city." Two,
Play from 2:24:10Feb 25, 2026, Regular Council Meeting
this is nothing more than a safety issue, whether the state does it or whether we do it, but we have no guarantee the state is going to be doing this.
Play from 2:24:30Feb 25, 2026, Regular Council Meeting
Basically, the issues that people bring up about homelessness, it's absolutely correct, this does not deal with homelessness. There are all kinds of things that the city can't do because it's not in our charter. We can't do education. We can't do health. We can't do uh social work, all of which is a part of trying to get people off the streets.
Play from 2:24:41Feb 25, 2026, Regular Council Meeting
We have a quality of um uh of a a law enforcement, a behavioral unit, that went extensively to try to get the people who were on the street off the street and the help that they need. They were turned down.
Play from 2:25:05Feb 25, 2026, Regular Council Meeting
I had a young lady who spoke tonight. She and I had a very nice conversation on housing, which is a desperate need, absolutely desperate need, and it's something I've been fighting since 2003 when I came here to when I moved here, and it's still a big problem.
Play from 2:25:21Feb 25, 2026, Regular Council Meeting
And basically, the discussion we had was that these people have refused the help that was offered to them, they refuse. And she pointed out that a lot of these people basically have been very disappointed with the help that they were offered and have chosen this as a means of life.
Play from 2:25:38Feb 25, 2026, Regular Council Meeting
So it's not just that. And the other thing is, if you're going to do that, if we're going to uh start adopting the homeless and finding places for them, you're going to get more homeless. They're going to come down here, and the burden is going to be on the taxpayers, and the same people who are making the complaints do not want to raise taxes.
Play from 2:26:00Feb 25, 2026, Regular Council Meeting
It costs money, and we have basically have to preserve what we have in order to get what we have to do and try to do for the people who are out there. We've been through this process. It is, if you haven't gotten a copy of what the police have done, contact me directly and I'll send you the copy to so that you can see exactly what was there.
Play from 2:26:17Feb 25, 2026, Regular Council Meeting
And we're dealing with people, sometimes just not rational. They're not rational. So this is the problem that we face. This is a safety issue. It is nothing more but a safety issue.
Play from 2:26:40Feb 25, 2026, Regular Council Meeting
And with that, if there's no other contracts, I want I I I will suggest that we call the question. Um are you amenable to calling the question? The question now.
