The United Church was out there the day of the St. Patty's Day parade? Um, I'm not sure if it was them or if people from The People's Church, but there was individuals out walking the street picking up trash, which we have a lot of trash in the street. Bradford Street's full of Reed Street's full of trash. Um, and they were taking pictures, you know, in front of the firehouse picking up trash, um, which is great. So that's helped clean up the neighborhood a little bit, but there's a lot of work needs to be done. And, uh, that whole Bradford Street, Reed Street, Governors Avenue is a mess. I I It's it's quite obvious you can see it. But there has been a lot of police activity at that corner and I think that's kind of helped deter some of it. Okay, also, uh, thank you for your due diligence and, um, uh, the men and women in the fire department that I'm not only on the wall, I think I'm speaking for everybody else if they don't mind, appreciate everything that they do and their service. And that's all I have. Thank you.
Play from 29:29Mar 23, 2026, Regular Council Meeting
Thank you for recognizing me, Council President, uh, Neil.
Play from 35:17Mar 23, 2026, Regular Council Meeting
Thank you. Okay. In regards to, um Let me take the hand down since you did. Chief, thank you for your presentation. Uh, in regards to, um, Delaware State University, have you also spoke with them in regards to possibly having individual smoke detectors, one with a battery? Uh, I think that would help to reduce, like somewhat like we have in apartments where where you have like an individual for the room, and then you also have one for, you know, the building itself. I think that will help to, uh, decrease the amount of times you could that you're actually coming out there because they do have, um, residence advisers, student advisers, and they also have dorm managers. I's been a dorm manager there myself. So, I was thinking that, you know, if you would encourage them to have individual smoke detectors, the dorm managers that work there at night, they will hear the smoke detector go off, and then they can walk, uh, and and, you know, see what's going on, and then that would keep you from having to make so many calls. Um, but I do appreciate you and your whole team and all you do for the city of Dover, but I do think that that would help out tremendously. Somewhat like what we have at, you know, our apartments at Mansion Grove, where it we have a individual, uh, mechanism, uh, to them and and

the apartment, and then we also have our general area out in the hallway, which sets off our main alarm. So I think a system like that would help tremendously. But I'm also- not worried, but also interested in knowing what, separate from Delaware State University, what are your next two, the other two big contributors to false alarms other than Delaware State University, if- if you don't mind sharing that with me.
Play from 36:02Mar 23, 2026, Regular Council Meeting
Okay. Because I- I noticed that throughout the years, Delaware State University has been- has been brought to our attention quite often. Um, so I- I was just sort of interested, is there any other agency that happen to have a high call volume for false alarm? And- and my last question is, um, what do you attribute your high retention rate to? What are you doing that's- that's really working out for you that's allowing or sort of contributing to your fire- employees for the fire department to to want to stay and- and have such a high retention rate? Can you share that with us quickly- quickly elaborate on that for us, please?

Neil for recognizing me. Uh I just wanted to, you know, echo whatever else is saying, a happy uh Easter, and we all need to continue to work together to resolve some of the social plagues uh that you know affect and impact our community uh collectively. And I uh concur with Councilman Anderson that not one agency should take the bulk of the burden, that it all should be shared, and I think that working together we will eventually come up with a mutual solution that will benefit us all. I yield, and thank you for recognizing me.

about beyond that point when they make the decision uh whether it should be for another city agency to take care of, um the Dover Human Relations Commission should be notified that they had an intake form asking about this concern and it was uh uh appropriated to a different agency. That type of notification.
Play from 42:35Mar 17, 2026, Dover Human Relations Commission Meeting
Yes, that would help us um definitely with uh being able to see uh where we fare in the community, what people um think we might be able to do. Uh we also would get an idea of the concerns in the community and what people are thinking about. It's um not to uh say that the city is doing us wrong, we're not here for that. We're here to say that we should also have notification if the form, if somebody wants to contact the Dover Human Relations Commission, we need to know. If it's been if it's been directed um to uh appropriate um committees and and and persons outside the Dover Human Relations Commission, we need to know. Anything that comes on that form, we need to know. We don't need to have to have the ability to make the approvals or make the decisions on anything, but the notification knowing that somebody is trying to communicate with us regarding this concern in the public, we need to know, absolutely.

The the uh If I may, the uh the 5% will have to do well, I believe the one he's speaking of, it deals with promotions. And like, for instance, if someone takes over in the interim, uh and steps up and is an interim supervisor, whatever the the their promotion is, um they they can get It's a limit to how much of a uh raise they can get. And, uh you know, 5% is not a lot of difference for somebody taking on a lot more responsibility. So, uh there's been issues there. There's also uh another part where um but you can clarify. There's an another part to that as well that if it's below a certain threshold, you can get a little bit more, but but it is there Do you have any other additions to that, um Mr. Carey?
Play from 1:48:44Mar 10, 2026, Council Committee of the Whole Meeting
