Feb 25, 2026, Regular Council Meeting
Okay. Okay. So this leads me to, you know, the feeling of, you know, just because we may have the right to to do it doesn't mean it's the right thing to do. And so I'm going to move that we deny Proposed Ordinance #2025-21 Amending Chapter 106 - Traffic and Vehicles, Article III - Stopping, Standing, and Parking, by Adding Section 106-139 - Pedestrian Safety.

Um I don't know if it's permissible. Um, Coun- uh Representative Lynn has has text me in regards to this matter, but I think uh from his understanding that uh the Department of Justice bill that they just read does not even have a sponsor and it has never been heard in the committee. This is what Coun- Representative Lynn is saying. And that Townsend pulled his name off of that bill after the Spotlight Delaware article. Uh that bill doesn't even have a sponsor. That's Representative Lynn said, and he- and you can we can confirm. So, um I just want I just thought that was important, um since we were having that discussion. But I I can't, I mean just reading from, you know, um a message, so I can't he he'd have to get, you know. But um I yield for further discussion before we vote.
Play from 2:18:48Feb 25, 2026, Regular Council Meeting
I can re- do that. I can do that.
Play from 2:20:58Feb 25, 2026, Regular Council Meeting
I can do that, if the second is amenable to that?
Play from 2:21:08Feb 25, 2026, Regular Council Meeting
Okay. In regards to item 26, proposed ordinance #2025-21, amending chapter 106, traffic and vehicles, article 3, stopping, standing, and parking by adding section 106-139, pedestrian safety, the motion is to not accept to to deny the proposed ordinance.

I don't know, hopefully that helps.
Play from 2:21:58Feb 25, 2026, Regular Council Meeting
Yeah, it's it's basically saying you're denying them, or you're not in support of, to vote no on the proposed ordinance. As I have been saying tonight, please vote no, I'm saying vote no to proposed ordinance. I move to not approve the proposed ordinance.

Play from 2:22:58Feb 25, 2026, Regular Council Meeting
Uh, Council President, I would I would ask that um we refer to our city solicitor to see that the ordinance of which I have presented is amenable and in order of parliamentary procedures.

Thank you for recognizing me, Madam Clerk Rivera. Um, first, I want to say I concur with Councilman Boggerty. He's been attacked, and I also have been attacked. People know that my family has a lawsuit right now, and I've been attacked by someone's wife, which which I've never done that to any one of you, and I don't appreciate it. But I never let that be why I'm in opposition. I'm in opposition because I don't think that this is the right thing to do. I believe that it is a safety issue, cuz I'm the one who manifested this whole idea, and Dave, you know that. But the way and the route that you took, I don't agree with. And for those reasons stated, and I hope, Ms. Jeanie, I hope you you never do that to me again, cuz I've never done that to you, and you know what I'm talking about, the $350,000 comment. So, I need to address that cuz that's that's how I'm built. Nevertheless, I'm voting yes, and I want to commend the council president for the way he conducted this meeting. It was honorable. I like the way how you you didn't do the public forum right then and there, but you still allowed the public to speak, and and I appreciate that. And I know the position you're in, and how tough it can be, and I want to say you did a hell of a job tonight. I yield.

Uh thank you, Council President, for recognizing me. I just want to uh bring something to council's attention that um we I've gotten a lot of concerns in regards Excuse me, everyone. We're still in session. Um, I've gotten a lot of uh calls in regards to when the snow plow that it's going in front of of uh individuals' homes who are seniors and and and have some medical issues. And so I would ask that we try and do something about when our snow plowers plow the road, which, you know, maybe we can get some contractors, a list of contractors that's willing to at least assist seniors

or vulnerable population that be that will be at risk for code violations. And also, there's a lot of seniors, the one that I helped this um this previous snow shovel just had major surgery and so the if things went left, they would not be able to have the um, you know, paramedics to go up their driveway and everything because it was blocked due to the to the plowing. So, you know, if we can just um put that on our, you know, agenda mindset, maybe um with the Safety Advisory and Transportation, we can try and work something out uh in the in the near future. So I just want to bring that to the attention. That's the only announcement I have.
