Item 1. DOVER HUMAN RELATIONS COMMISSION The Dover Human Relations Commission (DHRC) met on October 21, 2025, at 6:08 p.m., with Acting Chairman Faust presiding. Members present were Ms. Brinkley, Ms. Mullen, and Mr. Lott. Mr. Fleming, Ms. White, and Dr. Mishoe Sudler were absent. Staff members present were Ms. Wheeler. OPEN FORUM The Open Forum was held at 6:00 p.m., prior to commencement of the Dover Human Relations Meeting. ADOPTION OF AGENDA Ms. Brinkley moved for approval of the agenda, seconded by Mr. Lott, and unanimously carried. (Fleming, White, and Mishoe Sudler absent) ADOPTION OF MINUTES Ms. Brinkley moved to adopt the minutes from the Dover Human Relations Commission (DHRC) meeting on September 16, 2025. The motion was seconded by Mr. Lott and unanimously carried. (Fleming, White, and Mishoe Sudler absent) COMMITTEE REPORTS/UPDATES Assessment Ms. Mullen stated that there was no report. Dr. Mishoe Sudler was absent; no report was given. Community Programs Mr. Faust stated that there was no report. Dr. Mishoe Sudler was absent; no report was given. School Programs Mr. Lott stated that there was no report. Dr. Mishoe Sudler was absent; no report was given. Ms. Brinkley stated that there was a situation with a group of parents from Dover High School who expressed concerns for the dance team. She noted that she has heard no updates from Dr. Mishoe Sudler about the situation. Mr. Faust stated that he heard no updates from Dr. Mishoe Sudler. By-laws Dr. Mishoe Sudler was absent; no report was given. Ms. White was absent; no report was given. 3

If Dr. Mishoe Sudler and/or the public do not attend by 6:30 p.m., the meeting will be adjourned until the next scheduled meeting in November. Mr. Faust moved to defer the following Committee Reports/Updates to the next Dover Human Relations Meeting, and was unanimously carried.
