Good evening, Council members. I apologize. Um, I wanted to come and stand in support. My name is Rosenda Brickhouse. I am a teacher at the Early College High School here at Delaware State University. I'm a 19-year employee retired from Delaware State University itself, um, working in facilities management and now I've crossed over into education. I'm also a three-time coach. I'm also a three-time player of athletics to collegiate level Division I. And when I was approached by Mr. Terez and Mr. Daniel for this proposal, I thought, wow, it's about time. I personally have a granddaughter that travels up and down the East Coast of the United States to play in tournaments in Kentucky, Run for the Roses, in Virginia, in Pennsylvania. And we have this beautiful city of ours, Dover, Delaware, and we could be hosting these same type of tournaments and giving opportunities for our scholar athletes in this area to promote their skills. So I stand for it, I stand behind it. I offered my assistance to these two gentlemen who have done a diligent job, thank you both, a diligent job in doing their research and putting their thoughts not only into verbiage, but with stats and with data, and they're seeking the assistance to get additional data to push forward their cause.

So, I uh thank you, guys. Um, my name is uh Khalid, and I work for DSU. I just wanted to let you guys know that DSU was working on and still working in good faith to get this issue resolved. Uh, yes, uh we did hear from the city back in December of last year, but as you guys know, we operate for, you know, via state funds, so we have to have funds from the state to execute certain projects. This one in particular needed to be designed. So, I engaged with Becker Morgan Group I want to say late last year, and started that process with those guys. So, we ended up getting uh biddable documents uh I want to say around maybe April or May, and uh finalized those plans, and I do have a schedule here, and I can tell you guys when we submitted the uh the bid documents to the state. And those exhibits were sent to the state on June of 22nd. And the reason for that, because we needed to wait for the funding source to come from the state. Uh, there was appropriation comes around early June. Uh, so we advertised in July 2026, and uh we ended up uh scheduling a pre-bid July 27th, and we believe it or not, we just received proposals September 15th, and uh on September 25th, which is this Friday, there is a descope uh schedule with the uh uh with the uh lowest uh bidder. So, we are in progress to get, you know, things are moving forward to get the building down. I am uh generated a uh a master schedule earlier today so I can share with you guys. Looking at all this, we should have everything wrapped up by end of the year. So, contractor proposed that he can get everything done in 60 days. Uh like, you know, Ms. Brown said, the building is secured, and we do check it periodically to make sure nobody uh breached those uh closed uh entrances. Uh, what played a big part here is the funding. As you know with all state entities, you don't have fundings, you're not going to be able to execute projects. So, since uh funds were allocated to this project, uh bidding is pretty much wrapped up. There's only two components that are left, which is the contracting phase and the construction phase, which that's where where we're at right now. So, I mean, we are we are behaving in good faith.

Our Dual School program is a program that we acquired in 2023. Dual School practices the ideate process. This is for our older young people, so you can be between 16 and 24. If you're familiar with the ideate process, it teaches you a six-step process of how to build a business or build some sort of initiative. Lots of our young people start businesses from this cohort. They are also paid. They come in with their idea, and they work individually with a facilitator to stand up their idea for future work. This program has served 98 students throughout the state.

Is there any possibility, I know you're working with DelTech, but is there any possibility or have you explored working with Delaware State University to see that to see if any of their students could take on a project for us to maybe develop an app for the members of our community?
