Play from 1:29:24Sep 23, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Okay, that I'm sorry. And and it part of me it may sound redundant, but I if you see me leaning in, again, you know, I I didn't want to come and pass this bug around to individuals, but I definitely wanted to be in attendance. So maybe you said it and I and unfortunately it passed me. All right. And and then and then now that the house is being redone, uh um Mr. Cop- uh Officer Copp, is that is the work that's being redone in the house, is that something that has required permits, or no work, the work is not like internal work is not something, the work being done is not something that needed, required permits, that does not require permits?
Play from 1:29:36Sep 23, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Yeah, like I said, yeah, subflooring.
Play from 1:32:14Sep 23, 2026, Construction & Property Maintenance Code Board of Appeals Meeting

And being being in the technology age, um, I believe it would it would be good for us also to have training on how we deal with online streaming practices, meaning how we uh present ourselves on stream when we have our meetings. Um, we talked about bringing on interns to uh take our minutes. So we want to have training on uh the policy and and the when it comes in the practice when it comes to our uh online streaming and our online presence during public times when it's mandatory. Um, social media policy and procedures. Of course, um, we all know that social media is is a is is a thing. Um, and what we say on social media, it matters. Um, what we put out to the public on social media, it really matters. It can hurt, it can hinder, or it can help. So we need to have some training on the do's and the don'ts, especially when it comes to uh municipal uh practices. Uh, and and the policy guidance, uh, when we talk about policy guidance, we're talking about um the particular codes that people may have concerns and complaints about. Uh, do we have an an actual uh manual a code manual that we could look at or refer to? Um, I know the city does have manuals regarding codes and things, but what is good for the Dover Human Relations uh to have? Can you um devise a manual where um we know about the particulars. If if we're not supposed to um hear in in particular uh concerns that we can't um work with, then what are the codes and and and and particulars that we are able to refer to so when it comes to um concerns and topics that our constituents want to bring uh to the Dover Human Relations Commission? Um, that's my comments, that's for now.
Play from 36:02Sep 14, 2026, Special Council Meeting
Thank- thank you, Council President. I I I just wanted to put on the record what the municipal code says as far as the Human Relations Commission. Um, the first thing is, uh, it says it promote that that the of it promotes fairness and respect, uh, to develop an environment of fairness and respect among its citizens. And number two is monitoring: develop ways to measure and monitor community relations. And the third one is intergroup relations: uh, involve all segments of the community in understanding and appreciating the benefits of positive intergroup relations. The fourth is issues: offer a range of programs and services that will help its residents and neighbors prevent and resolve issues of human relations. And the fifth one is intergroup conflict, and it says develop ways of anticipating

And it's something that the State Human Relations Commission has already uh said that they would do when I was liaison uh to the uh commission when chairwoman uh Danya Hall was there when I was, when I was the liaison. Uh Ms. Cooper has stated and I believe she also attended the Dover Human Relations Commission and said that they would be willing to coordinate a, a mediate, not mediation, but a training uh with the state, between the state and and the uh Dover, the local when I was the liaison.
Play from 55:42Sep 14, 2026, Special Council Meeting
So I think that's something that uh we can capitalize on. I think that just we need to uh reach reach out to her. Um I know Travis and I see her at church on Sundays at Mt. Zion, and she's still, actively, uh that's, they're willing to do that, but in the official capacity, I think that we should reach out to her and make the first move to do that with the, the assistance of uh chairman uh Dr. Travis M. Sudler. Thank you. I yield.
Play from 56:16Sep 14, 2026, Special Council Meeting
I make a motion that we close the meeting.
Play from 1:01:21Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
deny the appeal. What what what does the
Play from 15:03Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Okay. As long as they As long as they file on appeal, we hold we stop all enforcement action until--
Play from 15:30Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
So So, just for clarity, if we deny the appeal and we say they have to comply within 30 days, or enforcement action resuming. But, and then hearing what they're saying, they're they have a pending sale within the 30 days. So that could be the wind win?
Play from 15:38Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Well, but I I mean, I if you hear what I'm saying, I'm definitely trying to work, but, again, you you utilized the scenario of a um of a of a yard of a um not junkyard, but a uh um
Play from 16:55Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
A of a lumber a lumberyard and and this is not a lumberyard.
Play from 17:12Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Well, I'm trying to find a way, but at the end but the truth of the matter is it is it is materials that's I I get it as an individual who had property before, if I saw a door or a sink on sale, I did it, but I would store it somewhere, especially at Lowe's, the scratch and dent area, uh you know, Tommy up, right, to to get that. However, it it still can't be it it still can't be um displayed in a way like it's displayed, um unfortunately, because you have neighbors to the left and to the right, I'm sure.
Play from 17:22Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Yeah, but they're still they're still neighbors nonetheless, and um we still have a responsibility to make sure uh you know, we put our best foot forward. So, at the So, what I So, there's I I'm going to say this, while we while one man's trash is another man's treasure, in in by definition according to this, it is, you know, might not be junk, but it's debris, you know. I don't want to, you know, call what you what's what's good to you junk, but you it's it's so it's debris, it's things that are pending usage, but not being used and there's no timeline to say it's going to be used, nor there's a permit in place to say that work is going to take place. So, I get it from a business perspective, but from this perspective, it's what it is. Uh, I'll let you all decide to go ahead.
Play from 18:43Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Uh well, then, you know, they will have to apply for a permit.
Play from 20:56Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
So, uh
Play from 22:02Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
So, that means that So, what in essence, we would deny the appeal and then with the with the caveat of giving them 30 days to clean that up. Is that what I hear you saying?
Play from 23:05Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Okay, so you're ready for it? So, that's your motion?
Play from 23:15Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Okay, can I get a second?
Play from 23:19Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Okay, so a second to the motion. And who was that? Dr. Pillsbury?
Play from 23:21Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
So, so we can add the caveat that if you present the fact that you have a closing date during the 30 days--
Play from 24:09Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
that that's the time closing day
Play from 24:28Sep 9, 2026, Construction & Property Maintenance Code Board of Appeals Meeting
Yeah, there uh that was my next thing. There's been it's uh the question there has been a call for the question. Again, just for the record, it is to deny the appeal. And 30 days extension.
Play from 26:38Aug 10, 2026, Regular Council Meeting
