Play from 47:34Oct 1, 2026, Alderman's Court Ad Hoc Meeting
you want Once the charter amendment is approved, then Council is not going to immediately form one, cuz all that would do is give Council the authority to. And Council right and who knows after the election? But right now, as currently constituted, if that we're if we find an acceptable way, Council would get to see that. But it it would probably take at least nine months, cuz you have to find a location, you have to uh find staff, you have to find uh money to fund the initial startup, you have to- Yeah, in other words, there's it it Once it's approved, it won't You can't snap your fingers and it will pop up. It's going to take nine months to a year to really set everything up, get the the Then the uh the the judges are not basically nominated by the city leadership, but then they have to um be approved by the Senate. Yeah.

Well, we we want to do it like uh Newark basically and and if it's like the city nominates, then it goes to the Governor and Yeah. you know, it After all, it's um I mean, in the state magistrate court, you don't even have to be an attorney. Um we we'll probably be wanting to pick, you know, an attorney, but I'm just saying that it-
Play from 49:15Oct 1, 2026, Alderman's Court Ad Hoc Meeting
You can. You can. So there's there's opportunities. I just uh If we have to go there, like if it assisted, the chief judge, in my view, has to be an attorney because you need somebody with that legal background overseeing everything in case somebody makes a mistake or whatever. It can be correct. I mean, that's that's my opinion. I

Good evening. Welcome to the Dover City Council Committee of the Whole. At this time, we call the meeting to order. Play from 00:31Sep 29, 2026, Council Committee of the Whole Meeting
First, on the agenda, we have a presentation from Booted & Suited with Mr. Bobby Wilson. While he comes forward and just introduce yourself for the record when you're ready, please. I'm going to first read a statement from Council President Fred Neil into the record, who is not feeling well today, and he's in our thoughts and prayers. We look forward to his return. He said, "My froggy throat has become a full-blown cold, and he's concerned that he's contagious and he apologized to Mr. Wilson because he won't be in. And he said, 'I would like Councilman Anderson to run the meeting, and the statement below my signature to read in the record.' Mr. Wilson's program could be our secret weapon. Mr. Wilson has provided us a wide variety of services and education programs which are worthy, but are not in our charter to provide. But there's a single reason for my sponsoring this program, is the value of one aspect vital to our economic development: a training program for street smart people to help clean up the mess that pervades downtown and other places.
Play from 00:35Sep 29, 2026, Council Committee of the Whole Meeting
We have heard from a lady last night afraid of going through her fence to her home. We have heard that a lot. Eyes on. Uniformed. A year-long program with jobs available when training is over, and a new class of trainees are on the streets. There's no question in my mind that Mr. Wilson loves this city. He did a gratis cleanup, demonstrating that he can deliver what he has promised. I would think that our Public Works employees are pushed to the limit. It's time to get our streets back, and Mr. Wilson's program can help us do that, and enhance the vision and and safety. If it works in Wilmington, it can work here. Please note, alongside my signature, I have written pending available funding, I would put this program in the top of the list. Fred Neil, President, Dover City Council." And let the record so reflect. Now, Mr. Wilson, with that introduction, please go ahead.
