I am. If you can give me a second, I I pulled up some of them to show you where... There are different sections of Title 21 that pertain to different measures. The part of Title 21 that I'm referring to specifically outlines what piece of signage can go where, and it is completely permissible for us to put a sign in the median that would, um—

I actually wanted you to um bring up what you uh told us about yesterday regarding the rails and the different paths and and and that. Would you um go ahead and um express that? Thank you.

Thank you for recognizing me, Mr. Chairman. My question, um, deals as a spinoff from that median question. Um, when I looked in, uh, I looked it up online about, you know, those refuges that you're that you're speaking of. Um, to me, a common sense approach would be to put some signage up that says this is a clear place where that exists and it's a spot where you could have that refuge versus, you know, uh, no stopping, standing, or parking for driving. Um, is that something that is, um, in your purview to be able to look at possibly creating, um, some signage that would be clear indicators of where it's permissible for people to have that refuge? I yield.

I have one follow-up question, I apologize, because I did yield. Um who would be responsible for the cost of that type of signage?
Play from 46:29Nov 25, 2025, Council Committee of the Whole Meeting
Could you get back with me on that if I give you my information? Thank you.

that question, because I think this ordinance in itself, or what is surrounding, we need actual factual data that's dealing with the actual ordinance itself. Because we're they're concentrating on medians, panhandling, and safety. So, with that data, when we're talking about high-risk and safety, we want to know specifically how this how it, you know, how this actually, those numbers apply to this particular subject matter. That's it.

Thank you for recognizing me. Um, last night I stated that, um, when we were talking about, um, the signs, ironically, about, uh, the strictly enforced, that, um, I didn't think that that was going to bring about the changes that we need to see happen.
Play from 4:35:14Nov 25, 2025, Council Committee of the Whole Meeting
And, uh, we've had a lot of conversation around, um, possible strategies. And I'm not really comfortable that, um, what's been put forward here has, um, the potential to, um, do what its intention is and, um, to see, to Councilwoman Arndt's point, um, things not being able to be fineable and enforced and all of that.
Play from 4:35:39Nov 25, 2025, Council Committee of the Whole Meeting
Um, I think there's a, there's a, a better solution to this, and we talked a little bit when I asked the question earlier about, uh, the MPO and, um, who could pay for those signs, and I think that's a very good, uh, solution to this, um, that we could post something that says, "Don't stand here," and identify the spots where it is safe to stand. And, um, that way it, um, gives a, a level of appreciation for those who are asking for compassion and, uh, someone to give charity. It gives them, uh, a clear indicator where it's safe to stand and do that.
Play from 4:36:12Nov 25, 2025, Council Committee of the Whole Meeting
And I, I just, I don't think that, um, while I'm concerned about the safety in the medians, I don't think that we've explored some other options. And one of the things that I would really like to see, I know that, uh, when officers are called out and, um, there's, um, an indication, I, I have a mentally ill brother, and anytime he's had, um, an infraction with the law, I indicate that, um, if there's an officer that needs to be brought out, that, um, he has a, a mental health issue. And they, and they put that person, that's a support person, inside of the vehicle and brings them along.
Play from 4:36:52Nov 25, 2025, Council Committee of the Whole Meeting
And so if we have individuals, and, um, I, I had a, a conversation here recently, um, with someone who, uh, stopped and, and went over to someone who was, you know, in that state in the median, and just said a few kind words, and that person moved on. I think, you know, there, there has to be some level of compassion that's put into this. And the thoughtful solution to a lot of this could be, you know, how about we have some folks that are willing to go along with an officer that responds to a call where someone is in a condition like that, to offer them some services or, you know, something
Play from 4:37:31Nov 25, 2025, Council Committee of the Whole Meeting
so when they do respond and they can respond under Title 21, they could at least have a, a, a means to say, "Hey, you know, here, here's some things that could help you. But please, for your safety, can we move to the other side of the road?" And I believe that people are amenable to that. I've stopped myself.
Play from 4:38:11Nov 25, 2025, Council Committee of the Whole Meeting
And, um, I've been concerned, and I've been very acutely aware of the fact that this thing exists, and until we, as people in our community, band together and come out and say there's an act of human kindness that's involved here, that if we are not in a position to feel afraid, that we could start making some of these changes, just by being able to say, hey, um, it's not safe to stand here. And those little signs that, you know, we said would be beneficial inside of a strictly enforced with a, uh, residential area, why not put those signs up that say it's not safe to stand or or, uh, dwell here. This is a point where we can move on, and we can start doing some things that, um, create boundaries where people can't readily access those those median strips. So that's my two cents, um, for what it's worth. I yield.
