Play from 1:13:40Dec 8, 2025, Regular Council Meeting
You have before you this evening's agenda, and I'll entertain a motion for its adoption.
Play from 1:13:50Dec 8, 2025, Regular Council Meeting
It's been moved and seconded. Is there any questions?
Play from 1:14:00Dec 8, 2025, Regular Council Meeting
All in favor, please say aye.
Play from 1:14:48Dec 8, 2025, Regular Council Meeting
Any opposed? No opposition, it is passed. You now have before you the consent agenda. Uh, that this these items are on the consent agenda, which are considered routine, non-controversial, and will be acted upon by single roll call vote of the council. There will be no separate discussion on these items, unless a member of council so request, in which case the matter shall be removed from the consent agenda, and considered as a separate item. What is the pleasure of the council?

Moved and seconded. We will now have a roll call—
Play from 1:15:30Dec 8, 2025, Regular Council Meeting
Any questions or talk Council? Lewis.
Play from 1:22:16Dec 8, 2025, Regular Council Meeting
Public safety is the number one issue here.
Play from 2:40:30Dec 8, 2025, Regular Council Meeting
This ordinance will allow the City of Dover Police Department to address the issue,
Play from 2:40:34Dec 8, 2025, Regular Council Meeting
and it also gives them total flexibility as how they handle it.
Play from 2:40:41Dec 8, 2025, Regular Council Meeting
So I think in the interest of public safety, and this, and I mean, I have seen,
Play from 2:40:49Dec 8, 2025, Regular Council Meeting
I travel that route every single day,
Play from 2:40:57Dec 8, 2025, Regular Council Meeting
and there's not a day that I'm not concerned about public safety.
Play from 2:41:01Dec 8, 2025, Regular Council Meeting
Something is going to happen,
Play from 2:41:07Dec 8, 2025, Regular Council Meeting
and I would rather see this council accept the responsibility of passing an ordinance that gives flexibility to the chief and the Dover Police Department.
Play from 2:41:10Dec 8, 2025, Regular Council Meeting
Because if not, we're going to have a fatality. And that's sad.
Play from 2:41:26Dec 8, 2025, Regular Council Meeting
Do you know how many times signs at the intersection at Route 8 and Saulsbury Road has been knocked down? They're down more than they're up.
Play from 2:41:34Dec 8, 2025, Regular Council Meeting
And that's where they're standing.
Play from 2:41:44Dec 8, 2025, Regular Council Meeting
I urge you to reconsider strongly in passing this ordinance.
Play from 2:41:48Dec 8, 2025, Regular Council Meeting
It's not the fine you're looking for, it's public safety you're looking for.
Play from 2:41:55Dec 8, 2025, Regular Council Meeting
And they do, this gives the police chief and the department the flexibility to address the issue.
Play from 2:42:01Dec 8, 2025, Regular Council Meeting
And I certainly prefer to deal with city ordinance over dealing with the state, because you have control.
Play from 2:42:08Dec 8, 2025, Regular Council Meeting
I would do so.
Play from 2:44:05Dec 8, 2025, Regular Council Meeting
Mr. Neil, permission to dialogue with Dr. Sudler. Dr. Sudler, I have just made the request that a person from DelDOT, if they choose to come forward, and I will certainly keep Council in the loop to keep it aboveboard so that there's no no doubt in anyone's mind whether that's on the council or in the public that the request was made and it's DelDOT's responsibility. And I will call Dr. Secretary Hastings in the morning if it's the will and order of Council for me to do so.
Play from 2:44:52Dec 8, 2025, Regular Council Meeting
Yes, I respect Dr. Sudler's opinion, but I would also point out that Secretary Hastings is a lawyer. So if we make the request for her to give us the information that is requested, then I'm certainly sure that we could save ourselves some dollars instead of the solicitor if we make the request, if council so wants me to make that request of her. I yield, Mr. Chair.
Play from 2:47:49Dec 8, 2025, Regular Council Meeting
Uh Councilman uh Lewis.
Play from 2:57:05Dec 8, 2025, Regular Council Meeting
Yeah, here we are.
Play from 3:01:51Dec 8, 2025, Regular Council Meeting
Thank you, Mr. President. I'd like to remind everyone that uh the Dashing Through Dover Christmas electrically parade is going to be Saturday, December 13th at 6:00 p.m. It's going to start on Legislative Mall and proceed west on Loockerman Street. And finally, I'd like to uh offer a Merry Christmas, uh Happy Hanukkah, Happy Kwanzaa, and a happy, healthy, safe, and proud uh prosperous New Year to all of our citizens, our sit- and our employees.

similar positions are are much closer to the high 90s and and above. Um the federal positions that I looked at um fall somewhere in the mid 70s to the mid 90s. And that's kind of a range. Um again, there was no no formal market study done uh at the level we did it back in 2023, but the I know the chief has looked into some of this some of those kinds of things, so I'd rather him answer that question.
Play from 2:17:37Nov 25, 2025, Council Committee of the Whole Meeting
Now, in that regard, I If you will, I'd like to ask the chief to come forward, or you can decide which one of them, but you know at least he can answer the question about the research he did and and uh relative value of this of this position to the police department.
Play from 2:20:38Nov 25, 2025, Council Committee of the Whole Meeting
Thank you, Mr. Chairman. Chief uh, if we do not approve this, what would the consequences be realistically? And you don't have to sugarcoat it.
Play from 3:14:09Nov 25, 2025, Council Committee of the Whole Meeting
Sir, is your wife here?
Play from 5:07:26Nov 25, 2025, Council Committee of the Whole Meeting
Do you remember that I asked you to get in call my office so we could find your DD 214 that you said you are a military veteran and you have yet to do so? You have yet to do so. So I'm making that offer to you again that we will help you find your DD 214 so that we can connect you with some services.
