Play from 00:21Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. So, I'm fully supportive of cleaning up downtown. I think that that's definitely needed. I'm also fully supportive of job skills and job training. Um help me understand how these two things are connected in your proposal. So, it's an 8-week program, so we're starting off with with soft skills and cleaning up and then connecting to established programs that offer job skills training?
Play from 37:47Sep 29, 2026, Council Committee of the Whole Meeting
Okay. And that's a property that you currently own?
Play from 38:58Sep 29, 2026, Council Committee of the Whole Meeting
As a suggestion, when you submit your application, I think you should have letters of commitment from the Local 199. You mentioned TechForce as a also a partner? I would advise you to have a letter of commitment from them as well.
Play from 39:04Sep 29, 2026, Council Committee of the Whole Meeting
Just submit with the application. I think that would strengthen the application. And you understand we're not making any decisions tonight. You would submit an application, staff would review it, check references, and check all the facts and data, and then it would be brought back to us. So
Play from 39:28Sep 29, 2026, Council Committee of the Whole Meeting
thank you for your time. I yield.
Play from 39:43Sep 29, 2026, Council Committee of the Whole Meeting
I was just I don't have a comment.
Play from 48:25Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. Just just to clarify the application that we're talking about, it is in its entirety within this packet? Are Is there any additional information that has not been shared in this packet?
Play from 53:33Sep 29, 2026, Council Committee of the Whole Meeting
The information in the packet is That's your application.
Play from 53:54Sep 29, 2026, Council Committee of the Whole Meeting
Okay. I would say that it is not complete. And it It does not meet the requirements. We spent a lot of time putting in the effort of outlining each specific thing that would be required for an application. Proof of operation for 2 years or more, location map and street address, zoning confirmation, letters of support, um, progress reports. So there's If you If you read through what's required, and I encourage you to do that, fill out all the 500-word description, just fill out the application. And then the staff reviews the information, and verifies that information, and provides a report back to council. That's what I'm looking for, and beyond that I'm not willing to support. I yield.
Play from 53:57Sep 29, 2026, Council Committee of the Whole Meeting
Second.
Play from 1:15:15Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. And I I appreciate that information that was certainly helpful. That's the first time hearing of it. I think if I had been able to review that beforehand, I would feel more comfortable um in making this decision. Um based on what's in the in the packet, um seeing phase one environmental site assessment, my initial thought on the issue was that there were contaminants within the building, you know, lead, asbestos, what have you, and that the um the renovation could not proceed, or at least could not proceed in the budget that had been outlined initially. I thought maybe there needs to be some environmental remediation before moving forward uh and that the project could not be completed um with $40,000. So that was I came into this with with the wrong impression. Um so the information that you have have provided um so they did not get three quotes? They should have gotten three quotes and they did not. Is that one of the issues?
Play from 1:22:15Sep 29, 2026, Council Committee of the Whole Meeting
Did they get any quotes?
Play from 1:23:15Sep 29, 2026, Council Committee of the Whole Meeting
Okay. So, in- insufficient documentation, um did not get the quote needed. You mentioned the executed agreement and um contractual obli- obligations were not met. Could you review what those obligations were that were not met?
Play from 1:23:44Sep 29, 2026, Council Committee of the Whole Meeting
Thank you for that. So you did not receive monthly reports, there were no permits that had been applied for as of June 30th. Um and have you had any um conversations or meetings with the applicant to
Play from 1:25:02Sep 29, 2026, Council Committee of the Whole Meeting
push them to move forward?
Play from 1:25:10Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. I I appreciate that. Um I was disappointed to see this on the agenda. Um I certainly was hoping that the money would be spent uh as it was intended um for a project that we had reviewed and wanted to pursue. Um so it's disappointing that all of these conditions have not been met to to continue with the funding. So um with that, I I yield.
Play from 1:26:07Sep 29, 2026, Council Committee of the Whole Meeting
Point of order, Mr. Chair.
Play from 1:38:41Sep 29, 2026, Council Committee of the Whole Meeting
Uh, just I was going to suggest we hear from the applicant, but then also point out that we no longer have a quorum. We only have five, and we need six, so the item will have to be deferred.
Play from 1:38:46Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. I think this question may have been answered, um, in your response to Councilman Boggerty, but what amount have you been reimbursed to date from the from the 40,000?
Play from 1:56:29Sep 29, 2026, Council Committee of the Whole Meeting
Understood. Um, and then the question regarding the monthly reports that you were supposed to submit, um, did you not submit them, or what what happened with that?
Play from 1:57:20Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. Um I agree. I think if you see a do not enter sign, uh a big red sign, uh most people would not continue down that path. I like the idea of exploring a significant fine and noting it on the sign. $500, I think that would be a certain certainly a deterrent. I caution against a permanent closure, uh a structure that cannot be removed in that, should there be a situation on the highway where the intersection is blocked there at 13 and and Division, um being able to route traffic in an emergency situation and having this as an alternative, I don't think it's ever happened, but to have that as an alternative only when necessary, I would not recommend a permanent fixture to block that location. But I would support the sign and exploring the fine. I yield.
Play from 2:31:50Sep 29, 2026, Council Committee of the Whole Meeting
and come sit with me over there in the Burger King parking lot, and you will see how many people disregard the sign and go down that road. Mr. Chairman, that's all I have.
Play from 2:37:17Sep 29, 2026, Council Committee of the Whole Meeting
Second.
Play from 3:26:41Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. Thank you for your patience and being here tonight. I know you've got to go to work tomorrow as we all do.
Play from 3:37:06Sep 29, 2026, Council Committee of the Whole Meeting
A couple of questions. Well, just a statement really. With the the pathways, I just want to make sure that the material used is in keeping with the context of a historic downtown. I would not want to see an asphalt walkway in that vicinity. I don't think it, it just doesn't go with our brick sidewalks and our cement sidewalks. My other question is at the bus stop. So in this concept, the bus would be stopping in the lane and stopping traffic?
Play from 3:37:15Sep 29, 2026, Council Committee of the Whole Meeting
I'm not totally sold on that. I think the way the bus stops now, you can still maneuver around it and traffic continues to flow. I think I would prefer to keep it that way rather than the bus stopping traffic in the lane.
Play from 3:38:27Sep 29, 2026, Council Committee of the Whole Meeting
Thank you for that. I appreciate the efforts. I just ask that the look and feel be consistent with what is existing. I yield.
Play from 3:41:18Sep 29, 2026, Council Committee of the Whole Meeting
So moved.
Play from 3:49:55Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. I I don't have any concerns or issues with release of the report, but I do recall having that conversation with the solicitor that we could not release the report, so I am not going to vote on a motion on the floor without revisiting that discussion with the solicitor. I yield.
