Thank you. You are not going to like what I have to say. I think we've heard from many constituents about speeding in their neighborhoods within the city. It it is a problem. I agree with you, folks drive like they just don't care at this point. Um, but if we were to close every street and block off every neighborhood when folks come forward with those complaints, very valid complaints, and those and those issues, I think we're setting a a concerning precedent to close the road. I understand that the petition was submitted. I would argue that the petition, the number of names on the petition should correlate to the majority of the neighborhood, not just the one street, cuz folks that live on Halsey are most likely using Loockerman to access their homes, and perhaps even Division if they want to, you know, it's easier to get to their alleys or behind their homes or what have you. I don't think that it has been demonstrated that the majority of
Play from 1:18:38Dec 9, 2025, Council Committee of the Whole Meeting
of the neighbors want this street closed. I am not seeing convincing evidence of of folks here to to plead the case. Um I do appreciate Mr. Sudler's passion and his willingness to come to this meeting tonight, but I don't see any of his neighbors um expressing those same concerns. Um with respect to the width of the road, a narrower street lends itself to believe it or not, traffic calming. If you widen a street, you're more likely to have folks going faster. Um I don't think widening the street by by any means is is a solution. I think perhaps the striping could work, cuz again that creates that visual um that makes drivers want to go slower. I think having a a a permanent speed sign there that indicates how fast you're going um as a reminder. Um we have talked in the past about putting signs at that entrance that say no through-way, to deter folks from using it as a through-way to get to Route 1. I think if there is an accident or a situation on 13 uh and traffic needs to be directed, having those options and those connections, it's just good planning to be able to have more than one way in and one way out, and to be able to accommodate traffic when a major route is impeded. So, with that said, I would agree with the mayor to take a look at some other options. I appreciate the work that Mr. Lyon has done. I appreciate his his analysis. I appreciate the police department and their analysis of the speeds, and I appreciate the fire department with their analysis of emergency response. I think we need to listen to the experts that have put the time in and collected the data, and go from there. Thank you. I yield.

Yes.

Just a quick follow up, um without giving, I mean, not asking for a ton of detail, but is that matter related to a zoning issue or a personnel issue?
Play from 1:48:26Dec 9, 2025, Council Committee of the Whole Meeting
Thank you very much. I yield.

I move for the referral as recommended.

Since we're asking the solicitor questions, I have one. Could you define which which statute is the Attorney General's office not enforcing? Is it loitering under Title 11 or is it under Title 21?
Play from 1:41:38Dec 8, 2025, Regular Council Meeting
So, pedestrians soliciting rides or businesses, I think is... Okay. But but not 1321, loitering under Title 11?
Play from 1:42:00Dec 8, 2025, Regular Council Meeting
And then there's also under Title 11, there's 1315, public intoxication. That might be another another opportunity, if officers see activity on the median where folks are impaired, that statute would apply, that they could then move folks off the median if they were on drugs or alcohol. Correct?
Play from 1:42:20Dec 8, 2025, Regular Council Meeting
Thank you. I yield.

Neil, this is Arndt.

Thank you. Just from my experience, a a state agency, a representative from a state agency is not going to comment on the agency's perspective on potential legislation. When legislation is drafted, there is a process that um departments are sought out for comment, but I don't think it would be appropriate to ask those questions at this time. There is significant pedestrian safety data. There's datasets. We can ask specific questions and get that information, or we can dig online and get it ourselves. Um, the MPO had provided some resources uh for that type of information. Um so my my train of thought is that it would not be appropriate to have a DelDOT representative come to speak on this issue specific to safety in the median, I feel.
Play from 2:21:07Dec 8, 2025, Regular Council Meeting
I'll withdraw my second.
Play from 2:49:33Dec 8, 2025, Regular Council Meeting
I was just gonna make that...

And Boggerty seconded.
Play from 3:00:53Nov 25, 2025, Council Committee of the Whole Meeting
I'll make a motion to approve the agenda.
Play from 00:22Nov 25, 2025, Council Committee of the Whole Meeting
Thank you, Council President. I'll be submitting my comments in writing to the clerk's office to include in the um the minutes the next time around. Thank you.

Thank you. I just want to thank you uh, Ms. Smith, for the work that you do and and the work that your team does. I also want to thank you for applying for the safety grant on the city's be- city's behalf. So, we'll keep our our fingers crossed that that comes in for us. Um I I like this format so we can all have it at a glance, this is great, I appreciate that. Um and I think several of us will take you up on that offer for an in-depth meeting, so thank you. I yield.
Play from 24:18Nov 25, 2025, Council Committee of the Whole Meeting
Thank you. Just to clarify, that that would not precede or would not affect the decision that we just made. This was This would be moving forward evaluate the process in the software.

Thank you. I yield.

Thank you for recognizing me. Um, so the market study was just done in 2023, right? And that included the police department positions as well, or was that just
Play from 2:33:17Nov 25, 2025, Council Committee of the Whole Meeting
Only civilian. And this is a civilian position, correct?
Play from 2:33:29Nov 25, 2025, Council Committee of the Whole Meeting
So the so this position would have been covered under the market study that was done 2 years ago? 3 years ago?
Play from 2:33:33Nov 25, 2025, Council Committee of the Whole Meeting
Okay. Um,
Play from 2:33:38Nov 25, 2025, Council Committee of the Whole Meeting
I find it hard to believe that the market has changed so significantly in that short amount of time. But I'm not in IT, but just based on all the other jobs in the salaries, um I don't see um increases
Play from 2:33:40Nov 25, 2025, Council Committee of the Whole Meeting
to that extent. And and to Councilman Boggerty's point, I'm not discounting anyone's experience, but for someone to be working so far above their class, if we're talking about a reclassification for this amount of of salary increase, I I don't
Play from 2:33:48Nov 25, 2025, Council Committee of the Whole Meeting
understand how someone would be working at that level for so long and be so out of whack with with the market analysis. Um, and I'm I'm uncomfortable with these one-off decisions, and I think these significant budget changes should be requested during the time frame where we're reviewing the budget. And with that, I yield.
Play from 2:34:00Nov 25, 2025, Council Committee of the Whole Meeting
Uh can we restate the motion, and then my question, if I'm understanding the motion correctly, is that the position would be reposted? I'm not so sure that we can do that if we've already interviewed and provided um the job to an applicant.
Play from 3:47:32Nov 25, 2025, Council Committee of the Whole Meeting
I don't think we can do that.
