SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Personnel Matters

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on December 13, 2022, at 5:15 p.m., with Council President Sudler presiding. Members present were Mr. Anderson, Mr. Neil, Dr. Pillsbury, Ms. Arndt, Mr. Rocha, Mr. Taylor, and Mr. Hare. Mr. Boggerty was absent. Mayor Christiansen was present. Council staff members present were Ms. Poole, Mr. Junge, Ms. Bennett, Mr. Hugg, Chief Johnson, and Chief David Carey. Other staff members present were Tim Mullaney and Brian Bashista. ADOPTION OF AGENDA Mr. Hare moved for the adoption of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Hare moved to recess into Executive Session pursuant to 29 Del. C. § 10004 (b)(9) - Personnel matters in which the names, competency, and abilities of individual employees are discussed, unless the employee requests that such a meeting be open. The motion was seconded by Mr. Taylor and unanimously carried. The Special Council Meeting recessed into Executive Session at 5:15 p.m. The Executive Session adjourned at 9:13 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION During the Executive Session, members of Council discussed personnel matters Mr. Anderson moved to approve the staff recommendation to approve the interim reclassification of the Emergency Communications Manager position and direct staff to draft the appropriate ordinance for permanent change. The motion was seconded by Mr. Taylor and unanimously carried. Mr. Anderson moved to reaffirm the wage scale subject to budgetary constraints, directing the City Manager to bring proper budgetary numbers subject to the city purchasing policy. The motion was seconded by Mr. Neil and unanimously carried. Mr. Sudler moved for adjournment of the Special Council Meeting, hearing no objection, the meeting adjourned at 9:17 p.m. ANDRIA L.
