SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Personnel Matters

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on April 22, 2024, at 5:30 p.m., with Council President Hare presiding. Members present were Mr. Anderson, Mr. Lewis, Dr. Pillsbury, Ms. Arndt, and Mr. Sudler. Mr. Boggerty, Mr. Neil and Mr. Rocha were absent. Mayor Christiansen was also absent. Council staff members present were Mr. Rodriguez, Ms. Rivera, Mr. Hugg, and Ms. Poole. ADOPTION OF AGENDA Ms. Arndt moved for the adoption of the agenda, seconded by Dr. Pillsbury, and unanimously carried (Boggerty, Neil and Rocha absent). Mr. Sudler moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(9) - Personnel matters in which the names, competency and abilities of individual employees are discussed, unless the employee requests that such a meeting be open. The motion was seconded by Ms. Arndt and unanimously carried (Boggerty, Neil and Rocha absent). The Special Council Meeting recessed into Executive Session at 5:31 p.m. The Executive Session adjourned at 6:14 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION During the Executive Session, members of Council discussed personnel matters. Mr. Sudler made the motion to direct the Human Resources Director to coordinate and orchestrate a job analysis and a job description for the Controller/Treasurer, working with the City manager with input from City Manager and also from the City Clerk's office with the former or preexisting or existing appraisal forms for that position, Controller/Treasurer. Also contacting the prior 10 applicants to see if they are still interested in interviewing for the position. It was seconded by Ms. Arndt and unanimously carried (Boggerty, Neil and Rocha absent). Mr. Hare moved for adjournment of the Special Council Meeting, hearing no objection, the meeting adjourned at 6:16 p.m. (Boggerty, Neil and Rocha absent). ANDRIA L.
