SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Strategy Sessions and Personnel Matters

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on January 22, 2024, at 5:00 p.m., with Council President Hare presiding. Members present were Mr. Anderson, Mr. Neil, Mr. Lewis, Dr. Pillsbury, Ms. Arndt, Mr. Sudler, and Mr. Rocha. Mr. Boggerty was absent. Mayor Christiansen was also present. Council staff members present were Mr. Rodriguez, Ms. Bennett, Mr. Hugg, Ms. Duca, Ms. Sass and Ms. Marney. ADOPTION OF AGENDA Mr. Sudler moved for the adoption of the agenda, seconded by Mr. Neil, and unanimously carried (Boggerty absent). Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Strategy sessions, including those involving legal advice or opinion from an attorney-at-law, with respect to collective bargaining or pending or potential litigation, but only when an open meeting would have an adverse effect on the bargaining or litigation position of the public body and 29 Del. C. §10004 (b)(9) - Personnel matters in which the names, competency, and abilities of individual employees are discussed unless the employee requests that such a meeting be open. The motion was seconded by Mr. Rocha and unanimously carried (Boggerty absent). The Special Council Meeting recessed into Executive Session at 5:01 p.m. The Executive Session adjourned at 6:13 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION During the Executive Session, members of Council discussed the Trinity Health Ambulance Contract and personnel matters. Mr. Lewis made the motion to direct Ms. Sass to repost the RFP for a three (3) year EMS service contract with the possibility of a two (2) year contract extension. It was seconded by Mr. Rocha and unanimously carried (Boggerty absent). Mr. Hare moved for adjournment of the Special Council Meeting, hearing no objection, the meeting adjourned at 6:15 p.m. (Boggerty absent). ANDRIA L.
