COMMITTEE ACTION FORM D Item 1. PROCEEDING: Council Committee of the Whole - Legislative, Finance and Administrative Committee DEPARTMENT OF ORIGIN: Electric DATE SUBMITTED: November 9, 2021 PREPARED BY: Paul Waddell, Electric Director SUBJECT: Evaluation of Bids-Switchgear Building for Garrison Oak Technology & Business Park (GOTBP) Substation REFERENCE: N/A RELATED PROJECT: EE2215 REVIEWED BY: Dave Hugg, Interim City Manager & Lori Peddicord, Controller/Treasurer EXHIBITS: Exhibit A – Bid Tabulations for RFP 22-0008EL EXPENDITURE REQUIRED: $1,187,158 AMOUNT BUDGETED: $7,000,000 FUNDING SOURCE (Dept./Page in CIP & Budget): Electric/163 Acct # 411-42-26-99-000-57060 TIMETABLE: Award upon Council Approval RECOMMENDED ACTION: Staff recommends awarding #22-0008EL to Siemens BACKGROUND AND ANALYSIS This Committee Action Form (CAF) is to gain approval for the purchase of a Switchgear building to be installed at the new GOTBP substation. This piece of equipment will be used to house all the breakers, relays, and batteries. It will also provide circuit protection to the 69 kV and 12.47 kV lines coming into an out of the station and arc flash protection to internal equipment and personnel. The battery bank provides emergency DC voltage to power the protection relays in the event of AC voltage failure. The Request for Proposal was solicited and advertised per the City Purchasing Policy by the Procurement Manager, posted on the City website, and sent directly to multiple vendors the City knew could provide the material and there were five (5) responses. After evaluation it was deemed that the submission from Siemens fully met the specifications drafted by Aubrey Silvey in partnership with City of Dover Electric personnel. Additionally, the submission from Siemens is a firm price that includes installation and commissioning while the ABB submission does not. If the estimated commissioning cost for ABB was the equal amount Siemens proposed the price difference between them would be $9,209. If a price increase of 1% was applied, then the cost of the ABB submission would be greater than that of Siemens. ETI & Philadelphia Electric’s submissions were deemed incomplete by Aubrey Silvey. ETI submitted a proposal that did not list the equipment to be used in the construction of the enclosure and was estimated using 9 relay panels instead of the required 10 relay panels. Philadelphia Electric’s submission consisted only of the acknowledgement of the addendum and the pricing sheet. There were no drawings or specifications of their proposal as with other submissions. The AZZ submission was factored out due to the pricing compared to the others. Estimated delivery dates ranged 28 weeks to 60 weeks with Siemens projecting 28-34 weeks for manufacture and delivery. .______________ _ Vendor Rank _ _ _ _ _ _ _ _ _All ._ in_ _ Price Comments ___----'---- __[] 3

COMMITTEE ACTION FORM D Item 2. PROCEEDING: Council Committee of the Whole - Legislative, Finance and Administrative Committee DEPARTMENT OF ORIGIN: Electric DATE SUBMITTED: November 9, 2021 PREPARED BY: Paul Waddell, Electric Director SUBJECT: Evaluation of Bids – Transformer for Garrison Oak Technology & Business Park (GOTBP) Substation REFERENCE: N/A RELATED PROJECT: EE2215 REVIEWED BY: Dave Hugg, Interim City Manager & Lori Peddicord, Controller/Treasurer EXHIBITS: Exhibit A – Bid Tabulations for RFP 22-0009EL EXPENDITURE REQUIRED: $814,188 AMOUNT BUDGETED: $7,000,000 FUNDING SOURCE (Dept./Page in CIP & Budget): Electric/163 Acct # 411-42-26-99-000-57060 TIMETABLE: Award upon Council Approval RECOMMENDED ACTION: Staff recommends awarding #22-0009EL to Anixter (GE 1b) BACKGROUND AND ANALYSIS This Committee Action Form (CAF) is to gain approval for the purchase of a 50 mVA, 69 kV to 12.47 step down transformer to be installed at the new GOTBP substation. This piece of equipment will be used to step down the voltage from the 69 kV transmission lines to the distribution lines for use in the Technical Park and any other distribution circuits coming from the substation being built. The Request for Proposal was solicited and advertised per the City Purchasing Policy by the Procurement Manager, posted on the City website, and sent directly to multiple vendors the City knew could provide the material and there were nine (9) responses. After evaluation it was deemed that the submission from Anixter, offering the GE (1b) transformer, fully met the specifications drafted by Aubrey Silvey in partnership with City of Dover Electric personnel. Anixter submitted two bids for transformers and the second option (1b) was a complete submission while the first option (1a) did not include a load tap changer. The recommended awardee met all the specifications at the lowest price. There are two GE transformers currently in use in City substations and have a good reliability rate since installation. The two lowest bids did not meet the specifications as they did not include the Load Tap Changer which is used to automatically adjust voltage as customer load (amperage) increases and decreases. The table below shows the top vendors that met specification requirements. COMMITTEE ACTION FORM D Item 3. PROCEEDING: Council Committee of the Whole - Legislative, Finance and Administrative Committee DEPARTMENT OF ORIGIN: Electric DATE SUBMITTED: November 9, 2021 PREPARED BY: Paul Waddell, Electric Director SUBJECT: Evaluation of Bids – LED Security Lights for City Lighting Upgrade REFERENCE: N/A RELATED PROJECT: EE2211 REVIEWED BY: Dave Hugg, Interim City Manager & Lori Peddicord, Controller/Treasurer EXHIBITS: Exhibit A – Bid Tabulations for RFP 22-0012EL EXPENDITURE REQUIRED: $163,680 AMOUNT BUDGETED: $175,000 FUNDING SOURCE (Dept./Page in CIP & Budget): Electric/159 Acct # 411-42-26-99-000-55076 TIMETABLE: Award upon Council Approval RECOMMENDED ACTION: Staff recommends awarding #22-0012EL to Denney Electric BACKGROUND AND ANALYSIS This Committee Action Form (CAF) is to gain approval for the purchase of LED Security lights and LED specific photocells to replace existing non-LED lights currently in use in the City. Conversion of existing lighting will increase life expectancy, decrease maintenance calls and reduce energy consumption for the City. The city-wide project will be accomplished in three phases starting with Security lights, Roadway lights and Decorative lights. Work for FY21 consisted of replacement of 620 lights in the designated downtown high priority area from conventional to LED lights. The Request for Proposal was solicited and advertised per the City Purchasing Policy by the Procurement Manager, posted on the City website, and sent directly to multiple vendors the City knew could provide the material and there were nine (9) responses. After evaluation it was deemed that the submission from Denney Electric was the lowest bidder that met the specifications identified in the original document and all addendums. There was one bidder who was lower in overall price, but they did not quote the specified photocells listed in the addendum. Rank Vendor All in Price Comments 1 Denney Electric $163,680 2 Irby $161,975 Incorrect photocell quoted 3 Anixter (AEL) $171,445 Includes 3% vendor 4 Rumsey $175,924 preference 5 Anixter (Cooper) $177,103 • 8
