To: the Honorable Members of the Dover City Council Item 1. From: Fred Neil, 3rd District I dislike politicians. I covered them when I was a newsman in my first professsional career. I worked as Press Officer for one who was highly praised as a Mayor and a Governor. I Lobbied them on behalf of my State of Maryland colleagues who helped persons with disabilities enter or return to productive real life employment. I ran for City Council in 2015 to protect my community when our 3rd District representative was elected to the State Legislature in 2014. Dover has many vulnerable people, including the homeowners in my 55 Plus leased-land community. Now in my 3rd term, only a couple of my colleagues in the City Council have been politicians. With those few exceptions, everyone’s focus has been on making life better for the residents of this city rather than looking towards their next step up the politician ladder. I am a candidate for the presidency of the Dover City Council because I believe that it is the major position in the City of Dover Government. This body, our body, controls a $170 Million Budget. Every Department Head other than the Police Department, works for us. We delegated to the Mayor the oversight of the Police Department. It is the Council that sets the philosophy of the type of government we seek for the citizens of our city.. The title of Vice Mayor is, in essence, just a title to be used in the event the Mayor is incapacitated for a short period of time. It says so in the packet we received should we choose to run for the leadership of this body. It certainly does not outweigh the day to day functions of the president of this august body. It is for this reason that the change in the Charter has been proposed to perm it the election as President pro tem of the City Council if for any reason, the elected Mayor is sidelined for more than 30 days. A transition, I hope, is never needed. The Packet to run for President of this Body cites “Judgement” as a needed attribute. Is it really good judgement to hold a transparent Council Retreat, paid f or by taxpayers, at a private Country Club with excellent food and services? Rather than at a more cost effective venue? In recognition of the flow of ideas which occurs annual workshops with our City Staff members serving food is worthy compensation for their role. Venues affect the cost of that food compensation. Should I be honored, I have no plans to use the office of President as a political stepping stone. While I believe the responsibilities of the members of the City Council rate an increase in remuneration, I don’t wish to saddle a $33,000 yearly salary for the President of this Council on the City Taxpayers. I have no plans to insult your intelligence with assigning you specific college lessons or presume I am tasked with the job to “inspire, motivate, and engage fellow councilpersons” who were inspired and motivated to run for office without any help from me. It is not a question of what you have learned from books, or real life experiences but how you apply them to make them work... and. when you use what you learn is a judgement call. Often it is just common sense. I believe my record of achievement, over a long period of time, on a much broader national scale, demonstrates my judgement and ability to lead. This will add to confidence in the administration of the City Government which has gone through a very rough patch considering the level and frequency of the change of the professional leadership of the City. 45 1

Page 46

Item 1. I look forward to the input of all of you to make that confidence so. With the exception of Councilwoman Pillsbury, all of you have worked with me and know my style. The road to the Presidency of this body should not be an “entitlement”. You are being provided a look into my past, I also know that it would take great courage for some of you to vote for me to be elected even on merit and, with my much broader base of experience, even if a secret ballot is denied again. I ask for your vote. In this democracy, I am not afraid of a secret ballot. Background ! Graduated Baltimore City College High School, 1952 ! University of Maryland, College Park, 1952 ! Drafted, U.
