Play from 02:44

Jocelyn Jones

Yeah. Yes, I'm here. Jocelyn Jones.

Play from 03:34

Chairperson

Thank you. So with that said, we will hear from a member from Code Enforcement regarding this property.

Play from 03:37

John England

Yes, sir. I'm John England, code enforcement officer with the City of Dover for the last five years. This I'm going to give a little backstory on this property, case number 24-4918. The dangerous condemnation case was opened up on December 17th, 2024, due to the property being vacant since 1/2 of 2020. The back history: on 6/5/2020, case 20-1384 was opened up by Code Enforcement Officer Ron Coburn, and at the time, it was owner Sarah Jones. On 7/7/2020, the property was registered as vacant by the city staff. Based on Kent County records, property transferred ownership on August 21st, 2020, from Sarah E. Jones to Jocelyn V. Jones. On April 9th, 2021, the case was closed due to a transfer of ownership, the new owners being Jocelyn V. Jones and Dwayne E. Jones. And then, on the same day, case number 21-1130 was opened up under the new owner's information, so that was a vacant building case. On May 17th, 2021, the property, again, was registered as vacant by city staff.

Play from 03:44

City Staff

And, um, since then, there has never been any electric utilities at this property under the new owners. Last recorded utilities was, um, January 2nd, 2020 under the name of E&J Westover Liquors.

Play from 05:21

City Staff

Um, 12/17/2024 is when I took over, um, after the vacant building had no activity, and we condemned the property. First notice went out regarding the property being condemned.

Play from 05:41

City Staff

January 31st, 2025, the second inspection resulted in, um, a notice being sent out on February 5th with a $100 citation.

Play from 05:57

City Staff

March 3rd, 2025, we had a meeting. Uh, a meeting was held with the Assistant City Manager Sharon Duca, uh, Chief Code Enforcement Officer Eddie Kopp, uh, property owner Jocelyn Jones and her son, and Councilman Boggerty and myself.

Play from 06:09

City Staff

Um, the at the time of the meeting, the owner and Councilman Boggerty requested an extension. Per Chief, um, Code Enforcement Officer Eddie Kopp and Assistant City Manager Sharon Duca, they were given two weeks to try to get the electrical inspection and electric and water active.

Play from 06:28

City Staff

Um, follow-up on 3/17/2025. Um, on, um That was the follow-up. On 3/5/25, a third inspection only, with no notice. Um, March 26, 2025, per

Play from 06:48

Code Enforcement Officer

customer service, still no act- active service to the property.

Play from 07:08

Code Enforcement Officer

Um, April 9th, 2024, the fourth inspection. Um, April 23rd, 2024, finally a fourth notice was sent out and a $200 citation.

Play from 07:13

Code Enforcement Officer

Uh, May 19th, 2024, um, we did an interior walkthrough with Chief, uh, Code Enforcement Officer Eddie Kopp, uh, Code Enforcement Officer Matt Layfield, the owner, Jocelyn Jones, and her son, and myself. There were, um, intentions to rehab the and lease the property out. We gave them 60 days to show progress and get the electric and water reestablished.

Play from 07:26

Code Enforcement Officer

May 23rd, 2024, a fifth inspection.

Play from 07:52

Code Enforcement Officer

July 20- July 23rd, 2024, an additional inspection. Still no electric or no progress from the exterior.

Play from 07:56

Code Enforcement Officer

July 24th, 2024, fifth notice sent out and a $300 citation.

Play from 08:06

Code Enforcement Officer

August 25th, 2024, an additional inspection. Contractor stated he plans having most of the exterior issues completed in a week.

Play from 08:12

Code Enforcement Officer

Uh, August- I'm sorry, September 25th, 2024, additional inspection. Uh, I met the contractor on-site, we went over some outstanding issues. I gave him an additional 30-day extension.

Play from 08:23

Code Enforcement Officer

October 25th, 2024, additional inspection.

Play from 08:36

Play from 08:55

Chairperson

All right. Um, thank you. Uh, Ms. Jones, is there any rebuff to what you've heard?

Play from 09:25

Ms. Jones

Um, yes, first of all, I'm still in probate. Um...

Play from 09:33

Chairperson

Do- do you do you have documentation?

Play from 09:51

Ms. Jones

Uh yes. Uh when I- yes, when we met with Mr. England, um as long as I was showing... Yes, oh yes. Did you receive the doc- um documentation for the probate?

Play from 09:54

Roy Sudler, Jr.

Okay, standby while we look for it. Did you send us the actual probate document or just the written letter that you have?

Play from 10:42

City Inspector

Who did was that with?

Play from 10:49

Roy Sudler, Jr.

I see the we see the written letter, but do you have the document from Kent County?

Play from 10:52

Ms. Jones

Because if I'm in probate, I shouldn't have a vacant building fee.

Play from 10:54

Jocelyn Jones

Yes, I have the document, but to go to sale I didn't No, I did not send that over.

Play from 10:57

City Inspector

There's there's nothing in Kent County records showing it's in probate.

Play from 10:59

Roy Sudler, Jr.

Okay, cuz we need that would for it for that to be considered, we would have to have an original document. But right now, hold on. Standby. Standby one second. In the meantime, there's a question.

Play from 11:01

Ms. Jones

I have the I have the document with the gold seal on there, and I've been over to the probate office, and they have established that I'm still in probate.

Play from 11:03

City Inspector

Um, question...

Play from 11:13

Ms. Jones

And it and it was sent over to you by my realtor, Kelly Brown.

Play from 11:15

Board Member

How long have you been in probate?

Play from 11:15

Jocelyn Jones

Uh we've been in I've been in probate since 2021.

Play from 11:18

City Staff

Never received...

Play from 11:19

Chairperson

Okay. Uh...

Play from 11:21

Board Member

How is it the probate lasts five years?

Play from 11:27

Jocelyn Jones

I have some other legal issues going on with the probate, with the estate.

Play from 11:33

Roy Sudler, Jr.

Okay, standby. Thank you. Um Thank you. Chair recognizes Code Enforcement Officer Kopp.

Play from 12:22

City Staff

probate, it would it would be obsolete at this point. Um, probate would just cover the vacant building fees, but the as as previously stated, this case is a dangerous building case. Um, and uh it has been in a uh the state of repair that it's in now since 2020. So we are, since we've been aware of it, it's going on six years that this building is uh sitting there uh and is a nuisance. So, uh just to take that into consideration as you're doing your deliberations.

Play from 12:29

Eddie Kopp

All right. Just for the record, Chief Code Enforcement Officer Eddie Kopp for the City of Dover. Um Kent County probate records show this property was transferred to Jocelyn Jones on 8/21 of 2020. Um just a little bit of clarification, what she's what she's testifying to is this property is would be exempt from the vacant building fees, but this case before you today is actually a dangerous building case, which when it comes down to life safety and the quality of life for all citizens of Dover, there is no exemptions when it comes down to a dangerous building. Um so even if this was in

Play from 12:30

Roy Sudler, Jr.

Chair recognizes Charles Martin.

Play from 13:04

Charles Martin

Charles Martin. Um, how much are the fines that are owed and have any of those fines been paid?

Play from 13:06

Board Member

I get those two mixed up.

Play from 13:13

City Staff

Stand by and I will let you know.

Play from 13:17

City Staff

While I'm on here, just for the record, this property, the last um the the last time it had electric was 1/2 of 2020. So this property has not had electric since January 2nd of 2020.

Play from 13:21

City Staff

For this particular case, I'm pulling up the fees.

Play from 13:46

Board Member

Does it say something about electrical inspection?

Play from 13:50

City Staff 2

And and just for the record, uh fees can be uh assessed daily. And at at this point, they're at $1,000 per violation. We only We only do the highest violation, and we usually do it monthly, but it could be assessed um daily.

Play from 13:51

Charles Martin

Right, so is it only if the balance...

Play from 14:12

Board Member

owed is $1,000?

Play from 14:16

Male Speaker

No, no, I thought— He's going to tell you.

Play from 14:18

Property Owner

He's saying $1,000 on each, on each, um, on each violation, right?

Play from 14:25

City Staff

It could be, yes. But we only, we only picked the, the most severe and issue the, the, the citation on one, one violation each month.

Play from 14:30

Property Owner

What, what was, what's, what's the most severe?

Play from 14:44

City Staff

Um, no utilities. You haven't had electricity or water to that property.

Play from 14:47

Property Owner

Okay, but we had the electrical inspection and that was complete, that was passed. They will not turn the electric on because of the outstanding, um, fee, vacant building fees. So that's creating a financial hardship.

Play from 14:53

Board Member

All right. So total, um, just for clarification, total for this case is at $4,100, um, over the course of six years, which is a, a pretty low number. Um, but before you today, the only thing up for debate would be the last-issued citation of $1,000. Um, the previous fees, since they weren't appealed within the 30 days, the only, um, fine that can be considered is the $1,000 fine, the last-issued citation.

Play from 15:18

Property Owner

Um, I just wanted to, I just wanted to say, um, when I met with Mr. Ingram, my son and I, um, as long as we were showing progress with repairs with the store, everything was supposed to be okay. So that's what was happening. I

Play from 15:47

Property Owner

ran into a mishap with the contractor, um just like I said. So that caused another financial hardship. So I'm not trying to intentionally not do um the repairs on the store. I'm trying to bring it up to code. I have to work with what my budget is right now, and I'm reaching out for other resources to get help.

Play from 16:03

Board Chair

Uh yeah, um at this at the uh Council President Neil has a question.

Play from 16:28

Fred A. Neil

Yes, um have have the police been called to the building at all for trespassing or breaking into it? If they aren't, they're very lucky that they didn't.

Play from 16:34

City Staff

Yeah, I am unaware, so I have no knowledge if they have or if they haven't. I haven't, um--

Play from 16:46

Fred A. Neil

Ultimately, the dangerous buildings of what we have seen is that it is a magnet for criminal activity.

Play from 16:53

City Staff

Yeah, correct.

Play from 17:01

Fred A. Neil

And basically, this is one of the reasons why we're demanding what we're doing. Not only that, but because it affects every piece of property that's along that particular strip.

Play from 17:02

City Staff

Correct.

Play from 17:14

Fred A. Neil

And it would be probably more helpful to give us an idea of where they stand on this. It's unfortunate in terms of hardship on the person, but the citizens of of the city should not have to bear that burden because they've been bearing that burden all along. I yield.

Play from 17:15

Board Chair

All right. All right, um what I'm going to do, uh if there's nothing else and then outside of of um you submitting other documents um to address it again, I mean this is this is something that--

Play from 17:34

Chairperson

we've we've been trying our best. Of course you know, I've been trying our best. But I have to call for the vote on this appeal um um for not not sure. I have to call your vote for um on this appeal um um because I I I the I think everything is where it is. So I'll entertain at this time, I'll entertain a motion.

Play from 17:50

Charles Martin

Uh Charles Martin, I make a motion to deny the appeal.

Play from 18:16

Board Member

Second.

Play from 18:20

Chairperson

It's been properly moved and seconded. Are you ready for the question? All those in favor signify by saying aye.

Play from 18:21

Board Members

Aye.

Play from 18:26

Chairperson

The motion carries by consent. Unfortunately, the appeal has been denied and you have to follow the instructions of Code Enforcement and or um what other opportunities. So at this time, uh Miss Jones, we wish you the best, but if you do have other information to consider, please uh send that in so so we can

Play from 18:27

Ms. Jones

So where where where am I supposed to send the information into?

Play from 19:30

Chairperson

You send it to Code Enforcement or City Clerk's office, either one.

Play from 19:33

Board Chair

just to let us know the status of where we are with the case. For those who were here, you remember this particular case, and and um what corrective actions have been taken, if if any have taken place and are they still in place. So I'll yield to Code Enforcement to provide a briefing of what of what we're dealing with for those who may not have been here.

Play from 19:37

Thomas Miller

Uh my name is Thomas Miller, um City of Dover Code Enforcement. Um this case is brought has been brought into compliance um for uh since the last hearing.

Play from 20:00

Board Chair

Okay. So, that's quick and easy. That um the matter has been brought into compliance, the owner of record is here, so we can make a proper uh decision on this matter. So, um I'll call in I'll call the matter matter in question. Um I'll call I'll move for a motion in the matter of the of the property. Um because it has been complied with, I'll entertain a motion.

Play from 20:14

Board Member

Uh I'll make a motion to uh accept the appeal.

Play from 21:23

Roy Sudler, Jr.

our requirement section of 304.2, protective treatment, appeal of citation and fines of 34 North State Street, Delaware State University. A representative from Delaware State University has arrived. Could you introduce yourself for the record and your position?

Play from 21:24

Board Member

I'll second it.

Play from 21:28

Board Chair

It's been properly moved and seconded. Are you ready for the question? All those in favor signify by saying aye.

Play from 21:30

Board Member

Aye. Aye.

Play from 21:34

Board Chair

The by consent, the appeal has been um granted. Have a nice day, thank you.

Play from 21:35

Appellant

Oh, we can leave?

Play from 21:40

Bernard Pratt

Oh, yeah. I'm sorry about that. Yes, my name is Bernard Pratt. I'm vice president over capital planning and facilities.

Play from 21:41

Board Chair

Yeah. Yeah, you're good. It's not gonna cost you anything, thank you. All right, thank you.

Play from 21:42

Roy Sudler, Jr.

Thank you, Mr. Pratt. And you also have a representative of the contractor on the, online? Yes. Uh, so...

Play from 21:48

Board Chair

Have a good one, thank you. Now um before us we have the matter of item agenda item number 2, Property Maintenance Code citation, chapter 3...

Play from 21:55

Bernard Pratt

Yes.

Play from 21:57

Roy Sudler, Jr.

um, I'll yield to a member of code enforcement to go over the items that would, that are being levied against the property.

Play from 21:58

John Anglin

Good afternoon. John Anglin, code enforcement officer with the City of Dover for five years. 34 North State Street, Delaware State University, case number 25-3037. Um, on June 20th, 2025, the case was opened up due to a citizen's complaint. The report was a serious condition as part of the roof blew off and was partially hanging off. Um, this was late in the day on a Friday. Um, I immediately went out to inspect the property and safety of, of such. During my inspection, I did observe issues with the roof and roof debris all over the ground. In addition to the roof, um, I wrote up four additional violations while I was out there for repairing the leaking roof, repair porch, exterior surfaces, paint exterior surfaces, and workmanship. Um, that day I did, I did call Bernard Pratt, the associate vice president

Play from 22:08

City Staff

president for facilities management and left a voicemail.

Play from 23:11

City Staff

Um, I did note the day I was out there that there was a large sign erected um reading, "Historic Preservation Fund, Historically Black Colleges and Universities Grant Program, Renovation of the Hope House. Uh, this project is being supported by, or in part by, a grant administered by the National Park Service, Department of Interior."

Play from 23:14

City Staff

Um, this this was the sign that was there when I took my picture last year, but this is what it looks like today.

Play from 23:39

City Staff

Um, so on June 23rd, um I did receive a voicemail from Mr. Pratt um stating that he got my message and he was working on getting somebody to take a look at the roof.

Play from 23:49

City Staff

Um, the same day, on the 23rd, I sent my first violation notice.

Play from 24:02

City Staff

Um, on the same day, uh June 23rd, 2025, the roof permit was pulled. Um, uh it was uh permit number 25-0889. Uh, June 27th, 2025, roof work roof work was completed and inspected by our building inspector, Jar- Jared Norris.

Play from 24:07

Code Official

bidding and awarding of the project, after which remediation will begin and he said will keep us updated in the progress. Um,

Play from 24:58

City Staff

July 8th, I got an email from Khalid Zirad. Um, he's the Delaware State University senior project manager, planning and construction.

Play from 24:59

Code Official

July 24, 2025 um, I kept the case open, but with no citations uh due to them working on the deficiencies. Um, October 202-, I'm sorry, October 22, 2025,

Play from 25:12

City Staff

Um, he stated that the deficiencies noted on the violation form are being addressed. He noted that they are currently developing a comprehensive design to resolve all issues related to the building envelope. Uh, once the design is complete, uh the project will proceed with

Play from 25:21

Code Official

um in my inspection and opinion, it appeared that no work was done to the exterior. December 2022, I'm sorry, December 22, 2025,

Play from 25:26

Code Official

still no work done. Uh, the large sign was still out front about the renovation project.

Play from 25:43

Code Official

January 22, 2026, still no exterior work being done. Um, February,

Play from 25:50

Code Official

uh same thing, no work, and so on February 26, I sent out a second notice and a $100 citation.

Play from 25:58

Code Official

March 31st, 2026, again, still no uh no contact and no work being done on the exterior. In my opinion,

Play from 26:07

Code Official

the exterior was getting worse. Uh, 9 months have passed since I initially reported the problem, and I sent out a third notice and a $200 citation.

Play from 26:16

Code Official

And at that point, that's when um the college or university filed for an appeal. And that's where we stand.

Play from 26:28

Board Chair

All right. Thank you. Uh, um All right. These it's your turn.

Play from 26:38

Board Member

So, I have Mr. David

Play from 26:43

Speaker 1

is here from Studio JA. From the time that we heard of this concern, we did step in to take initiative to get this everything repaired, resolve all the concerns. We have put in for a grant and a grant was rewarded. So we we're in that stage of receiving the funds to bring everything up to specs as well as this is an historical location. So we go through a process with the historical side, too, but I kind of had on that part, Mr. David Mengers, can you step in from Studio JA?

Speaker 2

Play from 27:27

Roy Sudler, Jr.

Play from 27:36

Speaker 3

Mr. Manger?

Play from 28:31

Gregory

review and approval, and once that's approved, the grant will be funded in full.

Play from 28:32

Board Member

Uh okay, do you have an estimated time?

Play from 28:35

Gregory

Uh, I estimate uh probably within 30 to 60 days the grant we would expect to hear back from the National Park Service, although given the uh political status of that organization, I cannot guarantee that. Uh, because they have had uh some uh changes in staffing due to uh presidential directions.

Play from 28:39

David Mengers

My apologies.

Play from 28:39

Roy Sudler, Jr.

Are Are you many- Are you the manager of the grant?

Play from 28:40

David Mengers

I am I am not the manager of the grant. The manager of the grant is an employee of Delaware State University.

Play from 29:15

Gregory

I know there is I know there is one that was that was sent to Delaware State University.

Play from 29:18

Board Member

It exists. Okay. So, what what what I'm hearing, again, and then it's historic. So, what I understand, historic has to go through this lengthy process, correct?

Play from 29:23

Gregory

Yes.

Play from 29:33

Board Member

All right. Stand by. Uh Chief Chief Kopp, you have a question?

Play from 29:34

Eddie Kopp

Yeah. Uh, Eddie Kopp, Chief Code Enforcement Officer for the City of Dover. I just want to read into the record provision of the code uh in reference to historic uh buildings. 2009 International Property Maintenance Code, Section 102.6, Historic Buildings: 'The provisions of this code shall not be mandatory for existing buildings or structures designated as historic buildings when the buildings or structures are judged by the code official to be safe and in the public interest of health, safety, and welfare.' So, uh Bless you. they're that's in that code, but one of the things that you have to consider: is this is this provision is in the best interest of the public health, safety, and welfare to

allow this historic building provision in the code, whereas it acceptable and that would be at the pleasure of the board to decide.

Play from 30:19

Board Member

So so, Mr. Martin, you had a question?

Play from 30:29

Charles Martin

Yeah, Charles Martin. Um, if this was your house, and you were living in it, would you actually wait a year for everything to get worse, or would you do something temporarily to stop the disintegration of the property?

Play from 30:31

Delaware State Representative

So, to answer your question, sir, we have done something. The roof was repaired that we talked about, we called and got an inspection. Outside, what I didn't mention, I apologize, I'm glad you're bringing this to my attention, but we did make repairs on the railing, we had a team that went over that cleaned up everything, the debris outside, to try to get everything in specs best as possible until the grant funds came through. So we did spend into getting something done with a temporary fix until the permanent fix to the permanent resolution came about, and that's the stage where we at now, working on a permanent resolution.

Play from 30:52

Board Member

Okay. So it sounds like it sounds to me that Delaware State is has been proactive, um, and and you're saying about 90 days. But what if we allow because of granting grant funds—you have a question?

Play from 31:28

Andre M. Boggerty

Yeah. What's your plan B if you don't get the money?

Play from 31:41

Delaware State Representative

So the plan B, if we don't get the funds, um, each June year, which is everybody familiar with state, the new fiscal year start in uh, July. So, our priority list is already being created, created to move forward with the plan. So that will be added to the priority list if the grant funds don't come through.

Play from 31:45

Unknown Speaker

And where on the list will this be?

Play from 32:06

David

That's going to be top priority because from sitting here, anything on the top priority with concerns, and I have been working with you guys in the past, you know, normally we get right in front of it. It's just because of a grant that we is waiting to take a different solution. It'll be at the top of the priority list.

Play from 32:09

Council Member

So can we, is it possible—

Play from 32:23

City Staff

I'm just passing pictures along that were dated from March 21st of this year.

Play from 32:25

Council Member

Yeah, they were in the email I think. Yeah, they were in the packet.

Play from 32:30

Council Member

I do have one request as a veteran: just change that flag. That hurts.

Play from 32:34

David

Flag gone.

Play from 32:38

Council Member

Okay. All right. As a veteran, please. That that, uh—

Play from 32:39

Council Member

So with that said, it sounds that that that they're in the process. What would be the decision to hold in abeyance for six months to see to see about the grant? President Neil?

Play from 32:44

Fred A. Neil

Yeah. First off, let me say, hi David.

Play from 32:55

David

How you doing?

Play from 32:58

Fred A. Neil

That is a marvelous, marvelous building. When you're my age, it's like going to Disney World to see one of these old buildings come to life. I mean what a magnificent building that is. So that's great. The other thing is that we're dealing with taxpayers' money. Whether it's taxpayers' money from you or taxpayers' money for us, it's taxpayers' money. So we're going to be as generous as we can possibly be. Simply because why sweep taxpayers' money when we know something's happening. And I think the thing is to make sure that it is on, and it is not pushed back, and that we're moving forward on it. So I'm agreeable to any time that they want to do to do this, because we're neighbors. This is part of our life, and that's part of the history of the city.

Play from 32:59

Board Member

And so, and it's a magnificent part of the city. My God, you look at it and you say, like, this is marvelous. So, I

Play from 33:53

Board Member

we're just willing. We don't we're not punishing you at all. We just want to make sure that this thing moves within a time period

Play from 34:00

Board Member

so that this beautiful piece of property, this this building, gets back to where it is and it's useful that you're going to be using it for what that purpose. I'm going to yield after I get off of this. So, but

Play from 34:08

Board Member

uh to get back to your question, the length of time, I'm willing to grant them whatever length of time seems appropriate on this. The code inspectors know that it's moving forward.

Play from 34:19

Roy Sudler, Jr.

So, would you would we agree to table it for 6 months while you go through the grant process and continue to meet any necessary correct repairs that you can within Is that Is that Is that sufficient for our the board? 6 months?

Play from 34:34

Board Member

It's a It's okay for me. I mean, we can go back and check at it. I mean, we're friends here, and this is this is not this is not hostile.

Play from 34:49

Speaker 3

Only if the flag is replaced.

Play from 35:37

Board Member

All right, the flag is gone. I will replace it. Replaced.

Play from 35:39

you know, detailing to meet the, the requirements for the Department of the Interior and, as established by the National Park Service and it's going to be reviewed by the, uh, the Division of Cultural and Historic Affairs, whose building is directly facing directly across from this building. Okay. We've, we've been working with them all along. They are familiar with it. They have reviewed it and approved it at every step. They will continue to review it. But it will take uh about three months to get the bidding out and be awarded. And, um, at that point, uh we will submit for building permits and move forward with the, with the restoration so that I can't guarantee that it will all be completed in six months, but it will be well started.

Play from 35:40

Roy Sudler, Jr.

Dean, is you in agreement with that as well? Cuz you hold it to Turner.

Play from 35:42

Roy Sudler, Jr.

The 6 months work for you?

Play from 35:49

Dean

I think I think 6 months will work. Um, when we get the response back, uh, in the meantime, we're not waiting for the We need to Before we can start construction, uh, we need to wait to hear back from the National Park Service. But we are proceeding with putting this out to bid, uh, with qualified contractors who are who are, um, qualified by the state in historic preservation. And we've we've made painstaking uh, uh,

Play from 35:51

Board Chair

But yeah, if you if you if you're obtaining your permits, and every step of the way, if you're communicating, that's that's that's it. Mr. Martin, you had a question?

Play from 36:23

Mr. Martin

Uh, do you have uh any kind of a hurdle with the Friends of Old Dover, or are they not part of this?

Play from 36:31

Applicant

They are not part of this. We're, we're dealing directly with the National Park Service and the Division of Cultural and Historic Affairs to make sure that the building is renovated in accordance with national standards, uh, uh, you know, that are established by the National Park Service. And we we've just been working along with you know, we've been co- coordinating all along with with DCHA as well.

Play from 36:39

Applicant

get that paper. And submitting that permit with with the list of contractors instead, that goes a long way.

Play from 37:27

Applicant Representative

So let me step in real quick. Along the way, we will keep you guys informed. We will send over any documentation. We'll let you know which stage we are in. So if we get into the 6 months and it look like any kind of concern at all that it's not going to be for another month, you guys would definitely have an email from Mr. Khalid or Mr. Dave Mingers or myself. Okay?

Play from 37:32

Board Chair

All right. Uh, Chief, you have a question?

Play from 37:46

Chief

Uh, so just for clarification, you can have a permit submitted to Planning and Inspections within the six months?

Play from 37:48

Roy Sudler, Jr.

All right. Are you ready for the question? All those in favor of tabling it for 6 months?

Play from 37:50

Board Member

Play from 37:55

Andre M. Boggerty

It's been it's been properly—

Play from 37:56

Applicant

That's the goal, yes. The, that goal is to get the permit submitted and, and hopefully start work, yes.

Play from 37:56

Board Member 3

Need the motion.

Play from 37:58

Board Member

Oh, yeah. All right. I make a motion that we uh suspend this for 6 months, and as long as they're keeping us informed and uh pulling permits, then there should be no fine issued.

Play from 37:59

Chief

Cuz on our end, as from code inspectors, that's what we're looking for, is--

Play from 38:03

Roy Sudler, Jr.

All right, it's been properly moved and seconded. Are you ready for the question?

Play from 38:20

Andre M. Boggerty

Play from 38:23

Play from 38:36

Board Member

Play from 38:38
